Martin Hammer has requested that we not display the draft text of the proposed code at this time since various changes are being discussed in Sacramento. Here's an update:
Status of "Appendix L - Strawbale Construction"
(Proposed appendix to the California Building Code)
Proposed Appendix L continues to move through the
California state code review process for consideration as
an appendix to the California Building Code. In early
March 2007, a number of stakeholders issued comments
regarding the proposed appendix. An attempt is being
made to address these comments to allow the appendix to
move forward with the support of these stakeholders.

If you would like to see what the draft looked like circa Spring '06, it is in Chapter 11 of The Design of Straw Bale Buildings. As noted, this a work in progress! The information is subject to change and is not suitable for use in projects going to plan check at this time.
